Mileage is easy to collect and nobody collects it
Fleet oil intervals are usually set in months, because months are easy to administer. The interval the manufacturer specified is in miles, and the two only agree by accident.
A van doing town deliveries and one doing regional runs out of the same yard can differ by a factor of three in annual mileage. On a fixed monthly schedule one is being changed far too often and the other far too late, and the paperwork looks tidy in both cases.
Reading an odometer takes a few seconds, and it is the number that makes a schedule mean something. Capture it at every visit and the intervals sort themselves out: units with high mileage come in more often and units sitting around come in less, which is the whole point.
If a fleet changes only one thing about its maintenance administration, this returns more than any of the alternatives for the effort involved.
Then adjust for the work
Mileage sets the baseline. Short trips, extended idling, stop-start work, towing and weight all shorten it further, which the national oil change page explains.
A delivery van is usually in two of those categories at once, which is why it belongs on a shorter interval than its mileage alone suggests.
