A wheel sits between a brake and a tire, which means it spends long descents absorbing and passing on heat it did not generate.
That is normal and wheels are built for it. What is not neutral is doing it repeatedly over years, on a wheel that is also corroding at the bead seat, and then being judged by whether it looks acceptable from a few feet away.
The symptom is rarely dramatic. A position that needs topping up every week. A new tire that behaves exactly the same way. A vibration that survives a balance. Each of those is a wheel asking to be looked at, and each is routinely treated as a tire problem instead.
