Mud is a balance problem
This is the version nobody expects. A wheel that has packed up with mud, clay or wet material from a site carries weight that is not evenly distributed and was never accounted for.
The vehicle shakes, the driver assumes the balance is off, and the shop finds nothing wrong because by then it has fallen out. On a fleet working unsealed ground that cycle repeats until somebody realizes the pattern.
The practical response: clean the wheels before judging a vibration, particularly the inner faces. Vibration that persists on a clean wheel is a real finding. Vibration that comes and goes with the conditions is usually not.
What balancing is actually protecting
An assembly that is genuinely out of balance vibrates at speed, and that vibration goes continuously into the tread, the suspension and the steering.
The tread wears in patches, which takes a set off early. On a commercial tire it also costs the casing its retread life, which is a second loss on the same tire. The shake is the symptom, not the expense.

When to ask for it
The national tire and wheel balancing page lists the occasions. The one to add for vehicles working off pavement is after any day that packed material onto the wheels, since that is when a genuine fault and a temporary one are easiest to confuse.
A vibration at all speeds, or a pull, points at alignment instead, which is also offered here for light vehicles, trucks and trailers.
When the rim is the cause
A tire balanced correctly on a wheel that is out of round or corroded at the seat will still shake. Wheel refurbishing is offered at this store, which is faster than balancing the same assembly twice and hoping.
